Since I could access the door if I jumped I decided to go ahead and look inside to see if it was worth my time to look for an answer. I tried looking for the answer and apparently this is commonly caused by some problem with open cities, which I didn't actually have installed but what the hell I'll try that anyway, no dice. There are no stairs and the door is just floating in the sky. First and most obvious is that the exterior of the building in Solitude is broken. So I just installed the above mod because I've heard nothing but good things, but I've been having problems.
